| Abstract: | The contribution provided by this work consists of transparent public procurement by Electronic Reverse Auction standardized goods and services that are not in the Electronic Catalogue, is an effective tool that helps saving resources of the Country, providers of equivalent goods and services bid to lower the price offered in electronic media, through the Public Procurement Portal. The electronic media allow that all qualified providers, having completed the technical offer, compete in the auction, presenting financial bids downward successively, during the time previously set in the tender documents. Whereupon the process will be award to who offered the lowest price establishing a resource and time saving, for the benefit of the Country and also for those who participate as bidders. And if only one bidder is enabled proceed to negotiate with him, act in which the bidder must drop at least 5% of the reference budget, also resulting as savings of Country resources. |
| Description: | El aporte que brinda el presente trabajo consiste en transparentar que la contratación pública por Subasta Inversa Electrónica de bienes y servicios normalizados que no consten en el Catálogo Electrónico constituye una herramienta eficaz para el ahorro de recursos del Estado, pues los proveedores de bienes y servicios equivalentes pujan hacia la baja el precio ofertado, en medios electrónicos, a través del Portal de Compras Públicas. Los medios electrónicos permiten que todos los proveedores habilitados, por haber cumplido con la oferta técnica, compitan en la puja, presentando sucesivamente ofertas económicas hacia la baja, durante el tiempo previamente establecido en los Pliegos. Por lo cual se adjudicará el proceso a quien hubiere ofertado el menor precio constituyendo un ahorro de recursos y de tiempo, para beneficio del Estado y en favor también de quienes participan como oferentes. Y si sólo un oferente es habilitado se procede a negociar con él, acto en el cual el oferente debe rebajar al menos el 5% del presupuesto referencial, redundando también en ahorro de recursos del Estado. |
