Abstract: At present we are in a period of competition for human resources in general, the difficult economic situation in which our country is going through, indicates that our resources should be used in as optimal as possible, is why level we will ensure the health sector in resource management processes as well as human resources in the costing study of health services, besides giving an economic value to the benefits of the hand of the National Tariff in force in 2014, through the creating strategies to improve financial management in the R level of care, and Pastaza in Ecuador through comprehensive care model and health MAIS has been working in compliance with the MDGs and the target 3.Improve quality of life Population indicating the National Plan for Good Living given in 2008, so the relevance of this intervention allowed this project to develop, validate the results with what later the District Health Units 16D01 in the province of Pastaza Zone 3, shall make available relevant information to substantiate the impact in making administrative and financial decisions regarding the allocation of resources, so that through this study we were able to meet the health post and Sarayacu Loracachi and Qwamay health sub-centers and Veracruz, populations that are distant from the province of Pastaza considering that most of its population if there is a diversity of races and communities of their own cultures, and these are places that are difficult to access them therefore a number of economic shortcomings and both therefore also affect health.
