Abstract

The Culture House of Loja, within its policies and its possibilities has tried to realize a real diffusion of the culture in Loja, from there it becomes necessary to place the culture in a field of action, consumption and production that covers the totality of Human life; As Bolivar Echeverria proposes, she accompanies her "at all times and in all modes of her realization, not only in those of her extraordinary existence, in which she is absolutely manifest, but also in those of her daily existence." That is why our cultural heritage should not have fears or prejudices when identifying the changes and their multiple nuances. In this context, the aim is to achieve a dynamic, efficient and productive dissemination of culture in general, through the exchange of information; That is to say, the cultural services that will be offered in the execution of this project, will be of great help not only for the Institutional development, but also for the generation of the knowledge, the participation and to share the cultural activity of the city and province of Loja, These factors have been called the paradigm shift: "Application of Web 2.0"
