| Abstract: | This research aims to know the legal regulations related with the decentralization of services of the municipal autonomous governments. Beyond the republic Constitution, it has been highlighted the territorial organic code organization, autonomy and decentralization and the National plan of decentralization for being the most legal relevant bodies of this selected theme, the same that have determined the creation of the public municipal transit and transport of Cuenca – EMOV EP. It's own situation throughout the growing business and even more if it is consider that the quality of its service depends on outside factors which are attributed to people who live in this city, and that includes significantly in their quality. The present project provides a current view; but the result of the municipal management corporation shall be seen in the future due to the consolidation process where it's been. It has not been rejected the public opinion or the influence of the workers that are under constructions, in compliance with the work of the EMOV EP |
| Description: | Este trabajo tiene como propósito conocer las normativas jurídicas relacionadas con la descentralización de servicios hacia los Gobiernos Autónomos Descentralizados Municipales. Más allá de la Constitución de la Republica, se ha destacado el Código Orgánico de Organización Territorial, Autonomía y Descentralización y el Plan Nacional de Descentralización por ser los cuerpos legales más relevantes en el tema elegido, los mismos que han determinado la creación de la Empresa Pública Municipal de Movilidad, Tránsito y Transporte de Cuenca - EMOV EP. No se ha dejado de lado la opinión ciudadana y la influencia de las obras que están en construcción, en el cumplimiento de los trabajos de la EMOV EP. El presente trabajo brinda un punto de vista actual toda, pero el resultado de la gestión de la citada empresa municipal se conocerá en un futuro debido al proceso de consolidación en que se encuentra, situación propia de toda empresa naciente y más aún si se tiene presente que la calidad del servicio depende de factores externos atribuidos a la gente que vive en esta ciudad, y que influyen de manera significativa en la su calidad. |
