Abstract: The main objectives of this research work is to perform a comparative analysis of the costs of fees and fees in private universities in Ecuador 2016-2017 and to know if there is a relationship between the cost and the quality they provide, as well as to check if the Regulation is being complied with. for the regulation of tariffs, enrollments and rights in private higher education institutions. To achieve these objectives it has been considered important to address issues related to higher education systems in Latin America and Ecuador, through a review of the evolution, current situation, investment in Higher Education and the Regulations of the Council of Higher Education of Ecuador (CES) For a correct development of the research a descriptive analytical methodology will be applied, together with the benchmarking tool of competitors which is coupled to the need to make a comparison between entities of the same sector, and to be able to analyze if there is a relationship between the costs and the quality and also know if the universities comply with the regulations. Once the necessary information was obtained from each of the individual universities in Ecuador, a comparative analysis of the costs of tuition and fees of the private HEIs of Ecuador is presented; Likewise, an analysis of tuition and quality costs of the universities was carried out, and finally, compliance by University of the parameters set in the regulations corresponding to tuition and fees policies issued by the regulatory body of the Universities was presented. Description: Los principales objetivos del presente trabajo de investigación son realizar un análisis comparativo de los costos de matrículas y aranceles en las universidades privadas del Ecuador periodo 2016-2017 y conocer si existe relación entre el costo y la calidad que brindan, así mismo revisar si se está cumpliendo con el reglamento para la regulación de aranceles, matrículas y derechos en las instituciones de educación superior particulares. Para alcanzar estos objetivos se ha considerado importante abordar temas referentes a los sistemas de educación superior en América Latina y Ecuador, a través de una revisión de la evolución, situación actual, la inversión en educación superior y las regulaciones del Consejo de Educación Superior del Ecuador (CES). Para un correcto desarrollo de la investigación se aplicará una metodología analítica descriptiva, conjuntamente a la herramienta de benchmarking de competidores el cual se acopla a la necesidad de realizar una comparación entre entes del mismo sector y analizar si hay relación entre los costos y la calidad, y así finalmente conocer si las universidades particulares del Ecuador cumplen con la normativa.
