Abstract

The National Research Project on Managing the Parochial regarding the management of public policy has been one of the cornerstones to determine the degree of development of the autonomous governments in conjunction with the articulation of the institutions involved in the development process of the National Plan of Planning. The Parochial as the last government entity in rural areas has played a leading role in the management of government capacity to influence the spatial development of the rural areas than in the case of " Paraíso de Celén " parish has been measured through citizen participation and ways of organizing. The region studied with poverty and high illiteracy determine the role of community leaders seeking new mechanisms for converting programs and projects actually looking to go public management focused on the social with the massification of projects promoting productive matrix through partnership and entrepreneurship.
