Abstract

This research project: Policies of the law and rural development in Ecuador. Proposal focused on the management of parish 2013. Case Study: Conocoto Parish, Canton Rumiñahui, Pichincha province. It aims to analyze public policies in Ecuador, considering the Development Plan and Zoning 2012-2025, reviewing the legal framework that protects the creation and management of the parish, the Organic Law COOTAD; oriented rural development territorial scope, from three strategic areas: Construction of popular power and the state; rights and freedoms for the good life; and economic and production patterns, the study by the application of three instruments developed, a survey was applied to 150 persons equally distributed between rural and urban areas conducted interviews with key leaders of the vestry and consultations sources secondary, the same as summarized in five chapters where historical, demographic, socio-cultural, environmental, levels of government, public policy in the territorial rural development, evaluation and intervention axes and operational criteria outlined
