Abstract

Abstract:This research work, entitled: "audit of compliance with laws and regulations to the talent of the decentralized Municipal self-government in the canton area Celica, corresponding to the period from 01 January to 31 December 2014", has as main objective to determine the level of knowledge and the degree of compliance with the laws and regulations of the Department of human resources. The compliance audit is based on three phases: planning, implementation, and communication of results. To make the audit process are based on the preliminary analysis of the entity, the evaluation of internal control, planning and verification of the evidence summarized in tables of compliance, for subsequent communication of key results by means of the delivered report. The manifest is considered that the present investigation is a control tool that contributes to compliance with laws and regulations, achievement of objectives and the transfer of the processes carried out by the entity.
