Evaluación de los mecanismos de participación ciudadana, implementados por el GADM del cantón Latacunga en función de la elaboración del presupuesto participativo 2014

Abstract

Abstract:This research allows, by the way, to determine which are many mechanisms of the participation of the citizens implemented by the public politics in the government period 2011-2014 of the GADM of Latacunga. In the other side some recommendations are proposed to the GADM so they be taken into account to evaluate the mechanisms that are being performed in this level of the government so they inform not only about the participation based on statistics but also in its quality. From a legal perspective, the participation of the citizens is a topic that compels to the institutions of the State to inform about their activities with ethics. In the politics, the participation of the citizens is the basis of a political project to update the State. In the social aspect, the participation of the citizens leads the society to the Good Wealth. And based on administration, it compels to the institutions of the local governments to acquire procedures which keep on improving with planification, control, organization focused in the citizens as an active part of the process in: taking decisions, budget, planning, programs and so on. It's been proposed a mechanism of evaluation to effectively recognize the level of participation of the citizens in the GADM in Latacunga. Some mechanisms are also established to determine the level of compromise and understanding of topics of participation of citizens to the public servants in the GADM as an alternative to improve the standards of the services.
