Propuesta de estructuración y gestión de un sistema de áreas protegidas del cantón Guayaquil

Abstract

Abstract: The assessment of management effectiveness of 14 Protected Areas in Guayaquil was developed, in order to build a Municipal system of protected Areas SCAP¹. The researcher used the evaluation framework designed by Hockings (2000) among other methods. Results showed that the management of the protected areas (Natural Heritage of protected Areas -PANE and protected forests) is basically embryonic, reaching an average value of management satisfaction (=39,35%). The current legal framework allowed the design of the SCAP that integrates areas of the PANE, and forestry assets. 7 Guiding principles of the SCAP's management were proposed to achieve its strengthening and financial sustainability. It was designed an efficient administration structure, responsible of its future development following a 3 steps' implementation strategy of progressive application until all the natural areas of Guayaquil are inside it. Finally, A institutional arrangement was made in order to enforce the SCAP; it is compatible with national and international legal framework. The regulation waits to be enacted, and start conservation activities in coordination with the Ministry of environment, Province Government and more strategic partners.
