Propuesta de ordenanza para el gobierno autónomo descentralizado del cantón Piñas para el acceso al agua en cantidad y calidad durante el período 2015-2019

Abstract

The present investigation makes a diagnosis based on the perception of the inhabitants of Piñas regarding the water service in quantity and quality, complemented with an analysis to the national and local legal framework related to the provision of water service to the population; Which made it possible to define gaps and legal contradictions among which aspects such as the non inclusion of terms such as ecological flow, financial sustainability, compensation for environmental services and the guarantee of water quality. The purpose is to establish a proposal for an ordinance for the Decentralized Autonomous Government and that for the development of the present investigation, it will only be mentioned with the acronym GAD of the canton Piñas that allows to the inhabitants the sustainability and the access in time of the vital liquid , Water, based on the conservation of natural resources and the development of the communities involved. Although it is not a qualitative-quantitative investigation, on the basis of citizen perception and legal analysis an ordinance is established that can be applied and analyzed in territory by the GAD of Piñas for its execution and fulfillment, framed in the laws and regulations , Achieving in the end the conservation of areas of water importance.
