dc.description	Resumen: La acción por incumplimiento es una garantía jurisdiccional que pretende proteger los derechos de los ciudadanos cuando una autoridad renuente se niega a cumplir las normas que integran el sistema jurídico del país, los actos administrativos de carácter general, así como las sentencias, las decisiones o los informes de organismos internacionales de derechos humanos. El presente trabajo de titulación pretende verificar la eficacia que ha tenido la Acción por Incumplimiento como Garantía Constitucional. Para el análisis se tomó en consideración los casos de Acción por Incumplimiento presentados en la Corte Constitucional del Ecuador durante los años 2011, 2012 y 2013 que se encuentran en la página institucional de la Corte Constitucional del Ecuador.	es_ES
dc.description.abstract	Abstract: The Action for non-compliance is a jurisdictional guarantee that pretends to protect the citizens' rights when a reluctant authority refuses to obey the laws which conform the justice system of the country, the general character administrative acts, as well as international human rights organizations sentences, decisions or reports. This research pretends to verify the efficiency that the Action for non-compliance has had as a Constitutional Guarantee. For the analysis of this research it has been taken in consideration the cases of Action for non-compliance presented to the Ecuadorian Constitutional Court during the year of 2011, 2012 and 2013, published on the institutional website of the Ecuadorian Constitutional Court.	es_ES
