Abstract

Abstract:The present document aims to make a proposal to the council of the Decentralized Autonomous Government of Santa Isabel, for the incorporation of aninstitutional organization system for the administration and management of tourist activitieswith the ability to efficiently andeffectively assume its attributions for the tourist development of the canton.Initially, the elements corresponding to the theory and general concepts about tourism and its environment are addressed. The applied methodology is based on an exploratory anddescriptive analysis that in this work was developed in three phases with the following tools:1.-Diagnosis of the processes of management and execution of tourism in the Municipal GAD, based on the knowledge of the current situation of the Municipal GADof Santa Isabel at the administrative level from where this proposal starts and the requirements that must be met. It is also based on the analysis carried out with officials of the institution who have been related to the area of tourism in recent years.2.-Administrative proposal of the institutional organization system, after the diagnosis of the management and execution processes, the creation of the Tourism Unit is proposed3.-Institutional organization system, arises the needs of the Tourism Unit that can be incorporated into the functional body of the institution with the respective legal support, analysis and coordination with the Human Talent department.
