Abstract

Abstract: The present analysis of the appeal judgment called "Illicit traffic of listed substances subject to control" guarantees an adequate legal culture of the subjects involved. Art. 656.-The appeal for cassation is the competence of the National Court of Justice and proceeds when a law has been violated and is intended to repair the errors of law in which the judge may have incurred at the time of pronouncing sentence. In the present case, a ruling was found taking into account Article 364 of the constitution, in which it expresses that it is the obligation of the state to assume the different addictions that society has with programs to prevent them since they are a public health problem. And it prohibits criminalization and violation of constitutional rights. Access to justice is a priority area of the United Nations Office on Drugs and Crime (UNODC) in crime prevention and criminal justice. UNODC supports the establishment of effective, fair and humane criminal justice systems. Recognizing that poor prison conditions and overcrowding constitute a starting point towardsdeficiencies in the States' justice systems, the Office promotes penal and penitentiary reform, as well as access to justice. The SDGs set goals for a global and interrelated vision of sustainable development that tackles such important issues as inequality and extreme poverty, poor governance, drug crimes, unsustainable consumption patterns and environmental degradation, the reinforcement of institutional, as well as global solidarity processes.
