Abstract

Abstract: This study was oriented to the analysis of the triple reiteration ruling issued by the Plenary of the National Court of Justice, contained in Resolution No. 12-2015, which decides, the penalty must be accumulated, in conjunction with crimes, when one or more guiding verbs are incurred with different narcotic substances and in equal or different quantities, and its relationship to UN Sustainable Development Goal 16: Peace, Justice and Institutions, which states, "Conflict, insecurity, weak institutions and limited access to justice continue to pose a serious threat to sustainable development." This work has allowed us to analyze how this Judgment respects or affects this objective and fundamental rights. We have been able to delve into fundamental legal issues such as legal certainty, effective judicial protection, the principle of proportionality, access to justice, the exercise of defense, and the right to challenge, as well as the analysis of the institutions involved in the administration of justice. We have enriched our heritage by knowing the SDGs and their global importance.
