Abstract:The Sustainable Development Goals (SDG) through a sentence study are linked in the field of unconstitutionality referring to the sentence by Ordinance that creates the collection of a retributive rate for the construction of complementary works and maintenance of the new bridge linking the cantons of Samborondón and Guayaquil. The objective is to assess the competencies, obtain projections on legal areas, encourage best practices of social co-responsibility. In the development of the investigation the method was applied systematic, theoretical-deductive, socio-legal, analysis-synthesis, exegetical method and type projective legal. For this reason, I conclude that the eradication of poverty will not only require huge resources or huge investments, but also requires changes in the way that the urban sectors of large cities grow together, having to support the others sectors. It is recommended to strengthen institutions, professionals, create establishments of a monitoring and control mechanism, with statistical data and established censuses from time to time to be able to effectively verify where to establish a toll or what city ​​is economically sustainable to be able to charge a rate or item.
