Abstract: Throughout the development of the investigation, it has been possible to identify that there is no greater number of investigations on the subject in question, so this has the purpose of expanding knowledge in the legal field and its civil applications. The objective fundamental of Constitutional Law is to control the guarantee of rights through a peace culture. In this sense, the present research work promotes the guarantee of rights through protection actions based on sentences, as well as, responds to the need to create solutions regarding the different changes that have happened in the country from the Pandemic by COVID-19. It's a livelihood job doctrinal scientist, with a qualitative approach, of a descriptive nature. through work exhaustively carried out investigation, it is possible to conclude that the context was disclosed national real about the public policies that exist and the need to guarantee the citizens' rights; In the same way, through the analysis of the sentence, it was evidences the result of the guarantee thereof through protection actions made.
