| Abstract: | Abstract: This research work focuses on the analysis of the drinking water and sanitation service provided by the Gad s municipalities regarding subsidies in a general way, that is, for the analysis we have taken do the total income actually received and the expenses or total costs of the prestation of service to determine if the GAD s municipal can cover their maintenance, operation and investment costs or if their expenses exceed the total income received, causing the GAD s municipal assume this deficit and subsidize the service to users. Likewise, based on the data collected, the region with the greatest incidence in providing this subsidy has been determined, as well as the management models that are susceptible to presenting subsidies due to lack of sustainability. It is important to indicate that for this research the subsidies stipulated in the law such as: the ORGANIC CODE OF TERRITORIAL ORGANIZATION, in the ORGANIC LAW ON THE ELDERLY [LOPAM] and the ORGANIC LAW ON DISABILITIES[LOD] |
| Description: | Resumen: El presente trabajo de investigación se enfoca en el análisis del servicio de agua potable y saneamiento brindado por los GAD s municipales en referente a los subsidios de forma general, es decir, para el análisis se han tomado los ingresos totales efectivamente recibidos y los egresos o costos totales de la prestación del servicio para determinar si los GAD s municipales pueden cubrir sus costos de mantenimiento, operación e inversión o si sus gastos sobrepasan los ingresos totales recibidos causando que los GAD s municipales asuman ese déficit y subsidien el servicio a los usuarios, así mismo, en base a los datos recopilados se ha determinado la región de mayor incidencia en brindar este subsidio al igual que los modelos de gestión que son susceptibles a presentar subsidios por falta de sostenibilidad. Es importante indicar que para esta investigación no se han considerados los subsidios estipulados en la ley como: el CÓDIGO ORGÁNICO DE ORGANIZACIÓN TERRITORIAL [COOTAD], en la LEY ORGÁNICA DE LAS PERSONAS ADULTAS MAYORES [LOPAM] y la LEY ORGÁNICA DE DISCAPACIDADES [LOD]. |
