Abstract

Abstract: The thesis begins with a review of the Sustainable Development Goals (SDG) of the Agenda 2030, and highlighting its importance, background and progress achieved, but also the obstacles that have prevented its fulfillment, especially in Latin America. Following this, all international and national legal references that recognize these rights, such as the Universal Declaration of Human Rights, the Covenant International of Economic, Social and Cultural Rights, and in Ecuador the Constitution, the Organic Code of the Environment and the Organic Law of Health, among others. The current situation of access to drinking water and sanitation at the national level is evaluated. worldwide and in Ecuador, highlighting the progress, but also the gaps and challenges persistent, especially in rural areas and indigenous and vulnerable communities. HE emphasizes the need to implement effective public policies with citizen participation. A study is also carried out on ruling 533-15-EP/23 of the Constitutional Court Ecuador, where a protection action is accepted for the violation of the right to water by a pre-association of owners. The body's arguments are analyzed judicial, the norms invoked, the resolution and personal criteria are provided on the decision and its contribution to strengthening the justice system.
