Description: The topic of this research is “Factors that affect the English language teaching – learning process in Ecuadorian high schools”. Its purpose is to discover out the principal problems and difficulties that are currently affecting English students, teachers, and public institutions. This work was developed in public high schools in the city of Otavalo, Ecuador. A quantitative method was used for this study, where 15 questionnaires and personal interviews were given to teachers of 5 different high schools along with the same number of class observations and student interviews. The results obtained from the analysis showed that the level and proficiency of the English teachers are considerably low, triggering an inadequate educational process and poor results in student achievement in the language and motivation towards learning English. The main conclusion reached in this investigation is that, as long the level of proficiency and professional education of teachers is not be radically raised and the requirements of higher scores, better quality controls, and monitoring from institutions, this situation it is not going to improve.
