Abstract:The purpose of this study is to know and analyze the perception of the socio-environmental reality in the canton of Saraguro, province of Loja. Surveys were applied to 379 inhabitants in a random manner, in both urban and rural contexts; contrasting these results with current regulations. In Saraguro, environmental protection is important because it is mainly agricultural and agricultural. According to the inhabitants, the water law must be complied with in order to improve the quality and distribution of the resource, and also to conclude with several infrastructures of basic and public services, generate employment sources, training for the production and commercialization of agricultural products. There is little citizen participation since most of the inhabitants do not form part of any social commission or oversight. Regarding the equity of the population, he perceived that there is still a lot of gender inequality The normative framework in this study is supported, among others, in the Constitution of the Republic of Ecuador 2008 and the Organic Environmental Code, however, socioenvironmental problems have not been solved by remaining latent, especially in the rural parishes of the canton.
