Abstract:The titling work aims to make a real diagnosis of the canton Francisco de Orellana from the water point of view (Río Napo, Payamino and Coca); the same will demonstrate the failure in relation to the city - river relationship; This navigable river artery should be considered as a great potential to structure a green - fluvial network that embraces the city, establishing a network of spaces that distribute both the city and its edge, in order to offer quality of life to current and future generations. The proposal aims to rescue from the banks of the Payamino through a partial territorial plan to reactivate the water front. Generate processes of progressive interventions that allow to improve the level of life of the population and take advantage of the water front, allowing a connection of the city with them. In addition, establish guidelines for the ordering of existing settlements and the transfer of those who are in high-risk areas. The project will be addressed through strategic components with development policies, implementation strategies and a timely development program.
