Abstract

Abstract: Since the approval of the Constitution in 2008, new responsibilities were established for the Decentralized Autonomous Governments which compel them to initiate a process of planned and participatory territorial planning through the elaboration and execution of their Development and Territorial Planning Plans. In this context, the present investigation takes Archidona as a case study. In first instance a comparative analysis of development plans is prepared in order to identify the problems and potential of the territory. By analyzing its strategic axes and their link with the objectives of the National Development Plan and the SDGs, is demonstrated that there is no adequate process of alignment between the different plans, which leads to a lack in meeting the territorial and population needs.Consequently, different objectives and indicators are proposed to enable the GAD to fulfil the strategic axes set in the new National Plan and the SDGs, and to generate tools to guide the definition of territorialized public policies, to recognize and value biodiversity and natural resources as a basic element for sustainable territorial development.
