Abstract

Abstract: This research addresses the gaps and undocumented spaces regarding the implementation and instrumentation of citizen security policies during the years 2022-2024. It attempts to explain, through the identification of normative, operational and structural barriers, those that have prevented their full implementation to date. Through semi-structured interviews, statistical analysis and the review of secondary data, it has been possible to evaluate the impact of these gaps on the perception of insecurity and the crime rate in the region. These results show partial improvements in the perception of security in urban areas while discrepancies remain very strong in rural areas. Given these difficulties, we propose the following comprehensive intervention: Based on the adoption of emerging technologies, greater community participation and effective inter-institutional coordination, it not only reduces crime but also rebuilds public trust, so important for long-term sustainability in these contexts. Research represents an opportunity that contributes significantly both at an academic level and to the needs of public institutions by providing new and practical tools with which to analyze complex issues in a multidimensional way.
