Abstract

Abstract: In this work, observations and research are made on issues of how the State administers justice in the public health system, as well as its guidelines in the Ecuadorian Institute of Social Security (IESS) annexing the topic with the 17 Sustainable Development Goals (ODS) and focusing on goal number 3, Health and Welfare, highlighting its importance within this area and demonstrating the objective set to meet its goals. Likewise, reference is made to a sentence in which the rights of affiliates were violated and through protection actions their rights were vindicated by the Constitutional Court, leaving observations that will help to avoid a legal conflict between internal and constitutional norms, understanding the weighting. It also emphasizes the international rights that protect the common citizen in these issues demonstrating its doctrine and jurisprudence that tries to reach the central governments of the day with recommendations to take action on the matter and truly ensure to provide a policy that meets the common welfare of their constituents.
