Abstract: One of the highest expressions of citizen participation known as Popular Consultation, this article will examine how the defense of nature is reflected, starting from a tool Constitutional Guarantees of our Constitution of 2008, who based on direct democracy, citizen participation is executed, and the transcendental role of the inhabitants of the social sectors through de facto and de jure organizations who manifest themselves for making decisions that will influence within their sectors, and the fundamental role of the Constitutional Court for the constitutional control, examining in detail the recitals and questions, so that they comply with the relation of causality and coherence, with the charges of clarity and loyalty, forming a criterion of democratic congruence, so that the voters have a complete scenario for the measures to be adopted, and can make the best decision at the ballot box on the effects of the plebiscite, being that the adoption is legally binding, in defense of the natural heritage and the vital liquid resource.
