Abstract

Abstract: This research analyzes Sustainable Development Goal 16 (SDG 16), which promotes peace, justice, and the consolidation of strong institutions, emphasizing the importance of strengthening efficient public institutions as agents of social transformation. Within this framework, the study examines Judgment No. 732-18-JP/22, which addresses the violation of fundamental rights in a specific case in Manabí, Ecuador. Rosa, an 80-year-old woman with a 75% disability, was denied the renewal of her identity card due to an administrative error by the Civil Registry that confused her birth record with that of her sister. This arbitrary denial affected essential rights such as the right to identity, due process, effective judicial protection, public health, and access to justice. This case exemplifies the urgent need for strong and efficient public institutions capable of providing effective protection to priority and vulnerable groups. The 2008 Constitution of Ecuador supports this need in several articles, including Article 1, which defines the State as constitutional, based on rights and justice, and Article 84, which establishes the State s function to guarantee effective, impartial, and expeditious access to justice for all people. The judgment studied relates to SDG 16, which aims to promote peaceful and inclusive societies, facilitate access to justice for the entire population, and create effective, accountable, and inclusive institutions at all levels.
