Análisis comparativo entre el Consejo de Participación Ciudadana y Control Social (CPCCS) de Ecuador y el Ministerio de Justicia y Transparencia Institucional de Bolivia, período 2019-2024

Abstract

Abstract: This research presents a comparative analysis between the Council for Citizen Participation and Social Control (CPCCS) of Ecuador and the Ministry of Justice and Institutional Transparency of Bolivia, as the governing bodies for citizen participation, social control, and institutional transparency in their respective countries. The CPCCS was created under the 2008 Ecuadorian Constitution, which emerged from the Montecristi Constituent Assembly, with the objective of promoting the rights of citizen participation, accountability, and social control of public administration. However, throughout its 16 years of existence, this body has been embroiled in various political and institutional controversies, which has resulted in an unfavorable public perception and repeated attempts to eliminate or reform its powers. In this context, the study compares its structure, functions and results with the Ministry of Justice and Institutional Transparency of Bolivia, created in 2009 after the promulgation of the Political Constitution of the State, which presents similarities in its origin and in its competencies, especially in matters of transparency and the fight against corruption.
