Análisis del modelo de gobierno abierto en el Gobierno Autónomo Descentralizado Municipal de Cuenca, año 2023

Abstract

Abstract: This research analyzes the Open Government Model of the Decentralized Autonomous Government of the Municipality of Cuenca during the year 2023, revealing significant progress as well as challenges that still limit a fully open administration. The study examines the theoretical and empirical foundations of the model, measures the level of institutional openness, and proposes key recommendations to strengthen integrity, accountability, and citizen participation. Using a descriptive methodology and based on the document Aportes y criterios técnicos para una métrica de Estado Abierto , 16 indicators were evaluated and organized into four dimensions, each weighted at 25%, allowing for a balanced assessment of municipal performance. The results show that Transparency and Access to Information is the dimension with the highest level of compliance, followed by Collaboration and Public Citizen Innovation. In contrast, Integrity and Accountability and Citizen Participation show low levels of implementation, revealing areas where the GAD must still reinforce processes and practices. The study concludes that the Municipal GAD of Cuenca reaches an Open Government Index of 92%, a result mainly conditioned by the lack of information on the institutional website regarding the application and functioning of the code of ethics, the ethics committee, and the management of the participatory budget. These gaps were confirmed through interviews with the departments responsible. The analysis highlights the need to strengthen these critical components in order to consolidate a more open, trustworthy, and citizen-centered government.
