Abstract

Abstract: This study analyzes the Open Government model of the Decentralized Municipal Autonomous Government of Pedro Vicente Maldonado during 2023, evaluating its degree of transparency, citizen participation, accountability, and institutional collaboration through the adjusted application of the Open Government Index. Using a descriptive methodology based on 16 indicators and triangulation between interviews, document review, and analysis of the institutional website, it was found that the GAD has made significant progress in active transparency, especially in the publication of ordinances, budgets, and current regulations, although there are still significant gaps related to audits, irregular updates, and the absence of standardized data. The results also show that participation mechanisms are only partially effective; accountability remains at an early stage, and technology-supported collaboration has not yet reached levels of interoperability or open data. The study concludes that the municipal model is moving towards a more open government but requires the strengthening of institutional processes to consolidate comprehensive and sustained openness in the territory.
