Abstract

Abstract: This thesis analyzes the Open Government model in the Decentralized Autonomous Municipal Government of the La Libertad canton during the year 2023, with the aim of evaluating the degree of compliance with its principles of transparency, integrity, collaboration and public innovation, and citizen participation. The research was conducted using a quantitative, descriptive, and evaluative approach, employing verification matrices and document review of institutional portals, regulations, and participation processes. The results indicated an overall Open Government Index (OGI) of 77%, which showed an institutional intention of openness, but with low scores in the specific dimensions of transparency (24%), integrity (16%), collaboration (21%), and citizen participation (15%). These results show that, although there is a regulatory and technical framework supporting open management, its practical application is limited, affecting citizen trust and democratic legitimacy. The comparative discussion with theoretical references such as Ramírez (2022) and Jara-Iñiguez (2020) confirms the gap between institutional design and actual implementation at subnational levels. Finally, recommendations were proposed to strengthen institutional frameworks, optimize transparency, consolidate participatory processes, and promote public innovation as essential pillars for more efficient and coresponsible municipal management.
