Abstract

Abstract: This research studied the adoption of the Open Government model in the Santo Domingo de los Tsáchilas Municipal Government throughout 2023. The central question was the difference between the formal regulatory framework and the substantive practice of openness. The overall objective of this research was to evaluate the level of adoption of the Open Government model to determine its strengths and weaknesses. Using a mixed-methods approach and a descriptive-documentary design, an Open Government Index (OGI) was developed, consisting of 16 indicators divided into four categories. The main finding was that the overall OGI score was 0.86/1.00, demonstrating a high level of adoption of the model. However, subsequent analysis revealed an asymmetric implementation pattern, with strengths in Transparency (0.9) and Integrity (0.9) but also significant weaknesses in Citizen Participation (0.78) and E-Government (0.55). We conclude that the Santo Domingo Municipal Government has created a "Transparency Model" in which regulatory compliance translates into strong adherence to the expected parameters of Open Government, but in which the potential for innovative collaboration or deliberative participation is still developing, representing the greatest obstacle to progressing toward collaborative, co-produced governance.
