Abstract

Abstract: This research, "Analysis of the Open Government Model in the Decentralized Autonomous Municipal Government of Loja, Ecuador, 2024," aimed to analyze the Open Government model in the Loja Municipal Government by measuring the institution's level of openness across the dimensions of this model. The methodology employed a mixed-methods approach, with a descriptive and analytical design based on a review of official documents containing evidence of the Open Government dimensions. From these four dimensions, an Open Government Index (OGI) was calculated for the institution, based on the analysis of twelve variables and sixteen indicators. The results show that the institution has made significant progress in the dimensions of transparency and access to public information, as well as in the dimension of citizen participation. However, there are still aspects to improve and implement in the dimensions of integrity and accountability, and public and citizen collaboration and innovation. Finally, the Loja Municipal Government, although it has made significant progress with this model, needs to institutionalize its implementation through its own regulations.
