Abstract

Abstract: This curricular integration project examines the implementation of the Open Government model in the Decentralized Autonomous Municipal Government of Puerto López in 2023. It focuses on the Open Government program, established on four fundamental pillars for quality public management: transparency and access to public information, integrity and accountability, citizen collaboration and innovation, and citizen participation. These pillars aim to strengthen responsibility, administrative efficiency, and citizen trust. This study is conducted at the subnational level, allowing for the identification of municipal institutional problems. Chapter one presents the theoretical framework on the principles of Open Government established by the Open Government Partnership. Chapter two describes the methodology applied: the Open Government Index Matrix, based on four dimensions, twelve variables, and sixteen indicators. Finally, chapter three presents the evaluation results and proposes recommendations aimed at strengthening this governance model through sustainable public policies centered on transparency, citizen participation, and ultimately, a closer relationship between the state and its citizens.
