Abstract

Abstract: The present research evaluates the level of institutional openness of the Municipal Decentralized Autonomous Government of Good Faith through the application of the Open Government Index (IGA), whose design is structured around four central dimensions: transparency and access to public information, integrity and accountability, collaboration and public citizen innovation, and citizen participation. The objective is to identify advances, limitations, and opportunities for improvement in each of these dimensions that constitute the index. For this, a descriptive methodology was used based on the verification of sixteen indicators established by the Open Status Metric (2023), complemented by documentary review, analysis of institutional portals and structured interviews with officials responsible for the evaluated processes. The results show a high compliance in active transparency, particularly in the updating and availability of public information. However, average levels in integrity, e-government and interactive communication are identified, as well as limitations in the open organizational culture and the institutionalization of digital participation mechanisms. The study concludes that the Bona Fide Municipal GAD is in a transition stage towards a more open and collaborative management model, and that it requires strengthening capacities, processes and technological tools to consolidate participatory and citizen-oriented governance.
