| dc.description | Resumen: El siguiente trabajo tiene como objetivo analizar cómo se implementa el modelo de Gobierno Abierto en el Gobierno Autónomo Descentralizado Municipal (GAD) del cantón Balzar en el año 2024, utilizando el Índice de Gobierno Abierto (IGA) como instrumento de medición. Este se basa en los principios de transparencia y acceso a la información pública, integridad y rendición de cuentas, cooperación pública e innovación, así como participación ciudadana, ejes principales que sustentan el modelo de Gobierno Abierto. Este proceso se realizó mediante el análisis documental y la revisión de información recopilada dentro del portal oficial del GAD Municipal de Balzar. Los datos recolectados fueron sometidos a proceso de triangulación que confirmó los resultados obtenidos. Evidenciaron un Índice Global de Gobierno Abierto de 0,27, situando al GAD Municipal de Balzar en una etapa baja de adopción. La insuficiencia del marco normativo municipal y la limitada estructura informática constituyen uno de los principales factores que limitan la incorporación del Gobierno Abierto como modelo de gestión. | es_ES |
| dc.description.abstract | Abstract: The following study aims to analyze how the Open Government model is implemented in the Decentralized Municipal Autonomous Government (GAD) of the Balzar canton in 2024, using the Open Government Index (IGA) as a measurement tool. This is based on the principles of transparency and access to public information, integrity and accountability, public cooperation and innovation, as well as citizen participation, which are the main pillars underpinning the Open Government model. This process was carried out through document analysis and a review of information compiled from the official website of the Balzar Municipal GAD. The collected data underwent a triangulation process that confirmed the results obtained. These results showed a Global Open Government Index of 0.27, placing the Balzar Municipal GAD at a low stage of adoption. The inadequacy of the municipal regulatory framework and the limited IT infrastructure are among the main factors hindering the incorporation of Open Government as a management model. | es_ES |
