Análisis del modelo de gobierno abierto en el Gobierno Autónomo Descentralizado Municipal de Catamayo, período 2023

Abstract

Abstract: The Curricular Integration Project entitled Analysis of the Open Government Model in the Decentralized Autonomous Municipal Government of Catamayo, 2023 aimed to evaluate the implementation of Open Government principles in the Catamayo Municipal Government and thereby measure the level of institutional openness. The methodology used was developed under a quantitative approach, with a descriptive and analytical design. Through a review of official institutional information, the necessary evidence was obtained for the sixteen indicators derived from the dimensions of the Open Government model, which, when assessed, led to the Open Government Index. The main results of the research show an Open Government Index (OGI) of 0.62, with transparency and access to public information being the highest-rated dimension. Significant deficiencies were also found in dimensions such as accountability and collaboration and innovation. In conclusion, while the Catamayo Municipal Government has made significant progress in Open Government, it still requires an implementation plan or the adoption of an approach that allows it to institutionalize this model under its own regulations.
