Abstract

Abstract: This study addresses the limited progress of Open Government in Ecuador's subnational governments, and therefore pursues the overall objective of analyzing the Open Government model in the Municipal GAD of Zamora during the period 2018 2024. To achieve this end, a quantitative methodology was applied, with a descriptive study aimed at measuring and characterizing the level of institutional openness. In this case, the instrument used was the Open Government Index (OGI), which measured institutional compliance through 16 indicators grouped into transparency, integrity, participation, and innovation. The results show that the OGI in the Zamora Local Government is 29%, confirming an incipient level of openness despite slight advances in transparency. The most evident shortcomings are in the areas of integrity, accountability, and citizen participation, revealing the need to strengthen institutional policies and capacities.
