Presupuesto Participativo: priorización de proyectos mediante machine learning. Caso GAD Municipal Loja, año 2026

Abstract

Abstract: This work analyzes the prioritization of project execution and non-execution using machine learning-based algorithms, proposing specific criteria or technical variables. It considers the current (2026) prioritization process and experience of investment projects within the Participatory Budget (PB) at the cantonal level. The institution under study is the Decentralized Autonomous Municipal Government of Loja, and the analysis examines both the democratic process and the databases of projects already prioritized from 2020 to 2026 for each of the annual operational plans during those periods. Throughout this research, sections will be included that review the theoretical foundations and experiences in other countries regarding the PB process, the context and dynamics of PB at the national, local, and institutional levels, the methodology used for prioritization, and the most relevant results of the study. This proposal represents a pilot project that not only operates within the public sector but also complements actions that move from the local level toward appropriate territorial planning.
