| Abstract: | Abstract:This research focuses on the constitutional interpretation of the Special Regime for Galápagos and its impact on the administrative actions of the Governing Council of the Special Regime for Galápagos (hereinafter CGREG). The central aim of the study is to determine how the interpretive criteria developed by the Constitutional Court of Ecuador have defined the scope of administrative powers inherently linked to the distinct legal framework of this Regime. To achieve this, a qualitative methodology was employed specifically, a doctrinal-legal and jurisprudential approach based on the analysis of statutes, legal doctrine, and constitutional case law, with particular reference to Judgment No. 9-20-IN/25 and related rulings. The research demonstrates that constitutional case law has established interpretive criteria designed to ensure that administrative decision-making is duly reasoned and adheres to the principles of reasonableness and proportionality. Furthermore, the study confirms that environmental protection and territorial sustainability cannot be divorced from respect for fundamental rights. It concludes that constitutional interpretation serves as a useful tool for guiding and limiting the administrative actions of the CGREG within the constitutional state of rights and justice. |
