| Description: | rty Center during the 2022 2023 period. Work with inmates and system staff, combined with an analysis of institutional conditions, reveals a significant gap between the law and reality. Key issues include extreme overcrowding, inadequate infrastructure, a shortage of specialized technical staff, and the flawed implementation of prison classification. While this tool should facilitate interventions tailored to each individual's specific situation, needs, and risk level, it has become a mere administrative formality driven almost exclusively by space availability. This situation hinders the achievement of the sentencing objectives set forth in the Constitution, impedes access to education and training programs, compromises comprehensive care, fosters internal violence, and makes successful reintegration virtually impossible. The study concludes that having sound regulations is not enough; the system requires resources, and the classification process must be re-evaluated as a pivotal element of the entire system. A comprehensive strengthening model is proposed, with its primary contribution being an emphasis on interdisciplinary assessment, continuous monitoring, and inter-institutional coordination. The ultimate goal is to guarantee the fundamental rights of incarcerated individuals and effectively fulfill the law's mandate that the execution of sentences serve a rehabilitative purpose. |
