Description: In recent years there has been a considerable increase of public participation as a key element in the design of public policies. One way to manage this is to investigate the perceptions that people have about the environment. This study aims to determine if people of the surrounding communities to the wetland complex Ona-Saraguro perceive or have perceived changes in their environment. As well as determine which demographic variables influence that perception; and if the changes mentioned were perceived as positive, negative, natural or anthropogenic. For this reason a semi-structured survey of 120 people with photo mosaics indicating the distribution of vegetation cover between the years of 1989 and 2008 was produced. The results of these photo-mosaics demonstrates that from 1989 to 2008 the native vegetation has diminished and has been replaced by cultivated areas and livestock, which coincides with the results of surveys regarding the perception of the people. Furthermore, these changes were seen as "bad", holding the humans responsible as actors of the changes
En los últimos años se ha empezado a considerar la participación ciudadana como elemento clave para el diseño de políticas públicas, una manera de hacerlo es la investigación de las percepciones que la población tiene sobre el medio ambiente. El presente estudio tiene como objetivo conocer si la gente de las comunidades aledañas al complejo de humedales Oña-Saraguro percibe o ha percibido cambios en su ambiente, así como determinar que variables demográficas influyen en dicha percepción; y, si los cambios mencionados son percibidos como positivos, negativos, naturales o antropogénicos. Para esto se realizó una encuesta semiestructurada a 120 personas; y, se elaboró foto mosaicos correspondientes a los años 1989-2008 que indicaron la distribución de cobertura vegetal de ambos periodos. Los resultados de los foto-mosaicos indican que desde 1989 hasta el 2008, la vegetación nativa ha disminuido y que ha sido sustituida por zonas de cultivo y ganadería, lo cual coincide con los resultados obtenidos en las encuestas respecto a la percepción de los pobladores, además estos cambios fueron descritos como "malos" responsabilizando al ser humano como actor de estos cambios.
