Abstract

Abstract: This research is done in the district 18D01, Tungurahua's province, zone 3. The ministry of health carried out a new model of care and first-level management in order to improve the quality of life of the inhabitants. A draft action collecting data and analyzing expenses incurred in the period from January to December of 2014 to identify some problems and establish a program of financial control and budget expenses, generated in the district headquarters and its 18 units is performed implements a project "financial evaluation in the district," whose methodology was based on reviewing the records using statistical information RDACCA, WINSIG and the comparison with the budget allocated by the state program. The gathering of information of costs and administrative costs, could be assessed using arrays designed to the effect that reflect the same results for economic analysis in relation to the population, production and costs. Fulfilling the objectives proposed to get the cost of administrative processes and the development of financial management strategies through the comparative analysis of the costs generated by the winsig program, getting the results and conclusions to determine the effectiveness of the project.
