Abstract

The main object is to identify the problems that have arisen in the implementation of the current rules governing the "Sistema de Estacionamientos de Quito'', making a brief comparison of the causes for which has not managed to have the expected acceptance comparison the same service in other cities of Ecuador in which the same system has been accepted and approved by the public. To achieve the aforementioned is of vital importance to analyze first from the perspective of distribution and continuing problems with the administration in charge of the service and that is precisely the point where the object of this investigation was to try to identify the inconsistencies that arise in the rules governing the “Sistema de Estacionamientos de Quito'' as to the existence of a legal relationship between persons performing the distribution of prepaid cards blue zone and continuous discussion with the municipality to be recognized as direct public employees, and finally deduce the fact wonder if the quality of service would improve by having the other option which is handled today
