Abstract: Saraguro was one of the few cities in Ecuador that survived the colonial era and that allowed them to preserve their identity, their culture and their traditions; It was a small population that grew over time; the historic center became a commercial and service area, causing the abandonment of homes, they lost their main use, which was residence; for this reason, the residences began to be located on the outskirts of the city.The titling work has focused on the First Order Area of the Historic Center of Saraguro,its main objective was to form a model that regulates the intensity and behavior of land uses, which helps in municipal planning and management and helps the conservation of heritage and landscape, maintaining the balance of the activities that take place within the study area, taking into account the heritage buildings, given that more heritage homes are lost every year, the city of Saraguro was named and recognized by the INPC on April 15, 1983 as Cultural Heritage of Humanity, its culture and tradition being the ones that attract the attention of tourists and generate income within the city.
