Abstract

Abstract: The study carries out an analysis of the national financial structure before, during and after the creation of the Central Bank of Ecuador (BCE) and the Kemmerer Mission, which was commissioned to lay the theoretical foundations for its creation. The study begins by describing the financial system and how the transactions were carried out, which, as is to be expected, were basic, disorganized and did not have a control body that regulates the issuance of money. Various financial institutions, not having this body, issued money without backing and social, political and economic problems appeared, the outcome of which was the national crisis. To clean up the economy and prevent other problems from occurring, Dr. Isidro Ayora hired the Kemmerer Mission, which he was commissioned to create from the BCE and other organizations (Attorney's Office, Monetary Board, Superintendence of Banks, etc.). With this creation, the issuance of money was monopolized and the financial problems were, little by little, being overcome.
