Abstract

This research is based on a case study in the city of Loja, in reference to the conservation of private real estate considered cultural heritage. The problem is the reduction of cultural heritage and the cause of the lack of inventiveness to the owners, who prefer to use their property exclusively, rather than preserve and care for their assets. The economic expenditures foreseen by these properties are very high and the recognition to the contrary is low as there are no adequate conservation policies by the state to preserve the cultural heritage. The general objective is to analyze policies for the promotion of cultural heritage in the city of Loja, through a comparative study of policies and incentives of a patrimonial nature at local, national and international level. Analyzed these aspects, we will seek to propose new considerations to be followed by the municipal GAD of Loja for the preservation of real estate, taking into consideration the demands of the owners to adapt a preventive and care attitude in reference to cultural heritage.
