Autoevaluación de la Gestión del Gobierno Autónomo Descentralizado Parroquial Rural de Abañín, 2014 – 2016.

Abstract

This work analyzed the management of the Autonomous Rural Parish Government of Abañín - GADPRA, during 2014 – 2016 period using secondary information on public management: evolution, evaluation and empirical evidence; also primary information obtained from the GADPRA, through the application of the Self-Assessment Tool for the Management of GADPRs. Identified a transition from the traditional public administration to the new public management, observing a positive advance in some areas of external and internal management: Planning, construction and maintenance of physical infrastructure, equipment, public spaces; Road planning and maintenance; Development of productive activities; Development Planning and Territorial Planning; Monitoring of the execution of works and quality of services; Organization, Citizen participation; Finance; Perception of citizenship; however, legislative, administrative, participatory and political constraints remain due to the lack of education and training of GADPRA members, the meager and disorderly information and documentation, insufficient coordination, planning and participation with local actors and / or public and private entities, impacting on the following areas: Management, coordination and administration of delegated public services; Preservation of biodiversity and environment; International cooperation; Promotion of grassroots organizations; Relationship with other institutions; and, Competence building of members of rural parish government.
