Abstract

Abstract:The title of the present work is: "The Regime of guarantees in the processes of Public Procurement". To cover the expectations of this work, the main objective will be to design and propose a Draft Reform Bill and the General Regulation to the Organic Law of the National System of Public Contracting, regarding the regime of guarantees. This thesis will identify the problems of the current Public Procurement Law and its Regulations with respect to the guarantees required of contractors and can be answered. The research will be exploratory where we will identify the existing problems. A survey will be conducted with questions to public procurement experts. As a result, a draft bill will be drafted to correct all the shortcomings encountered and to respond to the needs that the public expects from public procurement.
