Modelo Territorial Deseado y su articulación multinivel.Estudio de caso: Gualaquiza

Abstract

Abstract:The Desired Territorial Model(MTD) in the Territorial Development and Management Plans (PDOT) has not been correctly conceived and articulated with the different levels of government. Therefore, it represents a weakness as a planning and management instrument with respect to the territorial reality, it does not follow a clear methodology for its formulation despite the fact that several authors have contributed to the treatment of the subject. The present work was developed with the objective of designing a methodology for the elaboration of the MTDwith emphasis on multilevel articulation. The PDOT of the canton of Gualaquiza was evaluated together with other plans to identify the coherence and consistency in its elaboration, resulting in low compatibility indexes. The contrasted methodologies showed similarities between them, evidencing that the STPE (2019) methodology is based on the methodology of Gómez (2008). In order to formulate the Gualaquiza MTDproposal, the relevant characteristics, trends and key factors of the territory were previously identified, and then the contents were developed with attention to the urban-rural structure, the human settlement system and the public support systems.
